United Association of Christian Chaplains and Counselors International...

...became a Holy Spirit burden for UACCCI President, Dr. Wisor, to start helping Chaplains and Counselors receive the recognized and respected training and certification in 1975 after being ordained into the Gospel ministry that year. Being a pastor and having to counsel hurting people, Dr. Wisor's burden to help train and certify others kept growing.

After years of prayer, college, and seminary training with very little knowledge of biblical counseling, he moved to the state of Tennessee to direct the Haven of Hope Rescue Mission in Bristol, TN.

There, God opened the first door for him to learn about biblical counseling (Dr. Jay Adams) first hand by taking a certificate course taught by Dr. William E. Reynolds, PH.D., at a local church Emmanuel Baptist Church, in Elizabethton, TN.

Upon completion of his training, several of Dr. Wisor's teachers and friends encouraged him to put his burden into action. In the back yard of Dr. Farrell Osborn, Pastor, of Emmanuel Baptist Church with 5 other men of God, they stood in a circle to pray to the only True Living God of the heavens and earth to bring UACCCI into completion and through its outreach to other untold number of souls saved by faith in Christ Jesus, and untold numbers trained and certified chaplains and counselors would be placed by the Lord of the harvest into service.

The following men of God and faith were present: Dr. William E. Reynolds, Dr. Wisor's beloved teacher and friend, Dr. Willke Brookshire, teacher, Dr. Farrell Osborne, Pastor of Emmanuel Baptist Church, Dr. Jerry Honeycutt, teacher, Pastor of Roan Mountain Baptist Church, Roan Mountain, TN., and Dr. Wisor.

After prayer we put together a basic course for training others and a certification certificate. In 1982 I came back to Pennsylvania to pastor a church and after advertising UACCCI in Pulpit Helps, Christianity Today, and other magazines we started to receive godly men and women interested in becoming members and receiving the training / certification offered by this ministry.

Among the first members were Rev. Jimmy Vaughn and Dr. George Boutiller and others. Dr. Boutiller became a very close friend and board member of UACCCI. They formed a local board to guide this ministry and with the help of Mr. Todd Hoover, Atty, they applied for and received the 501C3 IRS Tax-exempt status (Not for profit).

The first official office for UACCCI was in Harrisburg, PA., and Dr. Boutiller, Dr. Wisor and Dr. William E. Reynolds were the overseers.

With continual growth and becoming an international ministry, God led others to come along side of us to develop this outreach. In 1986 Dr. Wisor decided to step down and let Dr. George Boutiller become the Executive Director so he could spend more time in travel and teaching biblical counselors in churches and conferences.

Under Dr. Boutiller's skilled leadership UACCCI continued to become a recognized and respected ministry world-wide. As founder of UACCCI, Dr. Wisor became CEO again in 2004 and placed the ministry under the umbrella of United Full Gospel Church Association World-Wide. Bishop Dr. Maston Love, a member and friend of Dr. Wisor' for 25 years or more, is Senior Bishop of UFGCA, which was founded in 1965.

Seeing the growth and need for godly workers to be able to start churches and ministries, having full recognized church backing, they now co-labor together for the cause of Jesus Christ.

Most Recently ...

...in Febuary of 2008 Dr. Wisor and the board appointed Dr. Robert T. Galt as Bishop Overseer of the International Church Body and Ministries for UACCCI/UECA. Dr. Galt came in with 35 years of ministerial experience as Pastor, Christian Counselor, mentor, and church planter. They felt with the years of experience that Dr. Galt has he would be able to help with God's guidance to lead the church body with UACCCI/UECA. God has given Dr. Galt the vision that He has given to Dr. Wisor to see this international ministry expand for His glory. Untold Numbers For His Glory. Joining UACCCI/UECA with Dr. Galt is the Grandparents To Parents Foundation and Peaceful Journey Outreach which now are a part of the world wide ministry of UACCCI.

UACCCI Mission

Our Ministerial Fellowship is a United Association of Independent Christian Fellowships, Churches, Ministers and Christian Workers World-Wide who are:

*Committed to Glorifying Our Heavenly Father, Holy Spirit, and Lord Jesus Christ.

*Committed to the Holy Scriptures as our supreme authority and standard in all Christian matters.

*Committed to compassion and zeal, for winning a lost and dying world to Jesus Christ.

*Committed to restoring, disciplining and training God's people to take the Gospel of Jesus Christ to the Homeless, Hungry and hurting of the world.

*Committed to assisting God's people to start new churches, ministries, outreaches and bible studies for the furtherance of the Gospel.

UACCCI Doctrine

1. Holy Scriptures

WE believe the Bible, consisting of 66 books which make up the Old and New Testaments, to be the verbally inspired word of God and that it is with out error in the original writings. It is the final authority in all matters concerning doctrine, faith, and life.

2. God

WE believe that there is only one God, and that God is a spirit. He is an infinite being, all sufficient, holy, just and merciful.

3. The Trinity

WE believe in one God, ever eternal, existing in three persons; the Father, the Son and the Holy Spirit.

4. The Creation and Fall of Man

WE believe that God created the Heavens and the Earth. We believe that man was created in the image of God. WE believe that when man sinned, he incurred both physical and spiritual death, which is separation from God. WE believe that all human beings are born with a sin nature.

5. The Death and Resurrection of Jesus Christ

WE believe that Jesus Christ is fully God and fully man. WE believe that Jesus Christ died for our sins as the Scriptures clearly state. He is our substitutionary sacrifice and our mediator. Life and salvation for mankind is only through Him. WE believe Jesus Christ died on a cross, was buried and rose again on the third day after His death in the same physical body. WE believe He ascended into Heaven and is seated on the right hand of God the Father. WE believe that by His finished work on the cross He has SECURED for every believer redemption, salvation and everlasting life.

6. The Holy Spirit

WE believe that the Holy Spirit is the third person of the trinity. WE believe that He convicts the world of sin, of righteousness and of judgment. He indwells the body of every believer of Jesus Christ. He seals, empowers, enlightens and instructs every person who is born again.

7. Heaven and Hell

WE believe in a literal Heaven and a literal Hell. Heaven is a place where all born again believers will be with Jesus. A place where there is no more crying, or tears or pain. Hell is the place of eternal torment and punishment for all who reject Jesus Christ.

8. Satan

WE believe that Satan is an actual being. He is a fallen angel. He is known as; the prince of demons, the god of this age, a liar, an enticer, a deceiver, and adversary of Jesus Christ and His church and the accuser of the brethren.
